
Ron Galea Cavallazzi and Natalia Galea have once again contributed the Malta Chapter for the 16th Edition of Lexology In-Depth: Corporate Immigration (formerly The Corporate Immigration Review).
The chapter provides an overview of Malta’s immigration framework, including applicable laws, policy and relevant authorities. Additionally, it covers population and labour market trends, residence and work permit options (including single permits, EU Blue Cards, KEI/SEI and ICT permits), exemptions and favoured industries, as well as schemes applicable to remote workers, investors and entrepreneurs.
The chapter also discusses recent developments in the sector, namely:
- A shift in migration policy from quantity to quality, targeting higher-skilled workers and key sectors;
- The introduction of a skills card requirement in the tourism and hospitality sector;
- New measures under the labour migration policy (effective August 2025 and January 2026), including enhanced monitoring by Jobsplus of employer recruitment and termination patterns; and
- The discontinuation of the citizenship by exceptional services framework following the Commission v Malta (C-181/23) ruling.
