The 2014 EC Recommendation on Electronic Communications regulated markets

On October 9, 2014, the European Commission adopted the new Recommendation on relevant product and services markets. The new Recommendation revised the previous 2007 Recommendation on Relevant Markets. The retail market for access to fixed telephony and the wholesale market for fixed call origination were liberalised and it is therefore recommended that these market would no longer be subject to ex ante regulation. The decision of the EC to liberalise the fixed telecoms markets stems from the finding that there was a decrease in volume of fixed calls, the latter substituted by voice-over-Internet protocol (VoIP) and mobile calls. The EC also redefined the boundaries of broadband markets consisting of wholesale products needed for the provision of retail broadband services. New markets 3a, 3b and 4 replaced markets 4, 5 and 6 of the 2007 Recommendation.
